The legal basis
Ownership by non-Qataris is governed by Law No. 16 of 2018, and the areas themselves are designated by Cabinet Decision No. 28 of 2020, which sets out the zones open to outright ownership alongside further zones where non-Qataris may hold 99-year usage rights instead. The state sets this list and updates it, so I confirm the current position for the specific property and area before you commit.
